Eric Persson in Sweden posted a note on the V8 Bulletin Board saying "winter tyres are a good thing, I took this photo on the way to work one morning near the end of November. Winter tyres are only mandatory from December onwards." Scenes like this have been common in the UK recently and are due again. V8BB thread
Peter Jevons' note on the V8BB said "Winter tyres" thread said "just as a matter of interest, I am about to take delivery of a new BMW, as the car has just been built and it is in the middle of the period when winter tyres are required in Germany, do you think it might come with a winter grade tyres or a summer tyres? What happens in Germany with new cars delivered in winter?"

Erik Persson added "winter tyres are mandatory here in Sweden as well but here you normally get summer tyres with a new car and order winter wheels as an extra, often with plain steel rims."


Peter Garton in Germany responded saying "your question, Pete, is fully justified. Cars are normally supplied with summer tyres albeit both in summer or winter when delivery takes place, unless one deliberately specifies winter tyres. Then you don't get the summer ones and so they have to be ordered later on as an extra! I believe Mercedes has this system of choice as an option (costing more!) but not all manufacturers do it. Thus the general rule is that a car supplied in winter will have summer tyres fitted as standard."
