Readers of the regular FBHVC newsletters will know it has been expecting the DfT to consult on the possibility of exempting certain groups of older vehicles from an annual MoT test. The consultation proposing to exempt all vehicles manufactured prior to 1960, has now been published - see link to the left. The FBHVC is seeking views from historic vehicle owners before responding.

In a review of the DfT's (Department for Transport) historic vehicle MoT exemption proposals, David Hurley (FBHVC), says "The consultation was published at the beginning of November with the proposal that all pre-1960 vehicles should be excluded from MoT testing - this goes beyond the possible exemptions that had been mentioned in the last Newsletter. We are seeking members' opinions before responding, but time is short and the only practical way to get sufficient feedback to enable us to gauge members' views is by means of an FBHVC online survey which will be on the FBHVC website at www.fbhvc.co.uk from early December to mid-January 2012. We ask all readers to alert as many historic vehicle owners and enthusiasts to this survey as possible by putting links on club websites, using email circulation lists and so on. FBHVC cannot represent members' views in the light of this wider proposal unless it knows what those views are."

Pre-1960s vehicles: whilst the exemption proposals affect cars up to 1960 and so do not cover MGBs, MGCs, MGBGTV8s and MG RV8s, this is a newsworthy issue of interest to V8 enthusiasts, some of whom have pre-1960s MGs or other vehicles.
Arguments for and against the proposals: unlike other consultations, where the interests of historic vehicle owners are obvious, there are powerful arguments for and against all options. The FBHVC indicates it needs to know what historic vehicle owners think before responding to the DfT consultation with their interests in mind.
Unintended consequences: whilst it may be attractive to some owners of low use historic vehicles to have MoT exemption, there is a risk that once Government sees that class of vehicles in a separate group then it may feel inclined to consider restrictions on the use of the class of vehicle. On balance the useful annual discipline of preparing and presenting a classic MG like an MGBGTV8 or MG RV8 for an MoT test seems worthwhile, particularly if you take your car to an MoT test station which is both knowledgeable and careful with your V8 as they may spot a useful maintenance concern in the course of the test.
